Children in Residential Treatment Who Are Not Receiving Appropriate Educational Services

Children who are placed in children's psychiatric residential treatment facilities (PRTFs) by their parents through private health insurance frequently do not receive an appropriate education, even if they are on an IEP or Section 504 plan. "Oregon Department of Education (ODE) is proposing amendments to the rules governing this area--none of which will fix this problem."
Comments to the proposed ODE rules are due Wednesday, October 21, 2009.
Why is this? In a FACT SHEET issued by Disability Rights Oregon (DRO) on October 16, 2009, the Oregon Department of Education (ODE) refuses to pay for the education of these children itself, or to identify another entity that is responsible for providing an appropriate education to them. "ODE is proposing amendments to the rules governing this area--none of which would fix this problem." Comments to the proposed ODE rules are due Wednesday, October 21, 2009.
