In 2001, a group of Portland parents whose children received Early Intervention/Early Childhood Special Education services started meeting to advocate for maintaining and improving these services. As a grassroots group with evolving leadership, MPAC joined Family and Community Together (formerly the Family Action Coalition Team) to access fiscal management, organizational infrastructure, and consistency and mentoring for MPAC leadership.
MPAC activities had been supported by a small grant from Multnomah County Developmental Disabilities Services, a tremendous number of volunteer hours, significant in-kind and one-time fiscal support from Multnomah Education Service District (MESD)/Early Childhood Program (MECP), and a three year grant from United Way of the Columbia-Willamette. The collaborative effort included Multnomah Early Childhood Program (MECP), Oregon Technical Assistance Corporation (OTAC), The Arc of Multnomah-Clackamas, The Inclusive Child Care Program, and Disability Compass, as partners.
