Kathy Koontz is the older sister of a brother with a developmental disability. With 28 years of experience in the field of healthcare she currently operates her own healthcare services consulting company.

She has particular expertise in the assessment and evaluation of systems of care, Federal Medicaid and Home and Community Based Waivers, managed care organizations, and quality improvement structures and processes across the age and service delivery continuum for both physical and behavioral health populations and numerous special needs populations. She has served as a process facilitator and trainer, building consensus with a wide range of participants, including: public and private, administrators, board members, service delivery providers, advocates, policy analysts, legislators, consumers, and local planners. Within the past seven years, clients have included, the Department of Health and Human Services’ (DHHS) Centers for Medicaid and Medicare, Substance Abuse and Mental Health Services Administration’s Center for Mental Health Services, the Office of Refugee Resettlement within the Administration for Youth and Families, the Centers for Disease Control and Prevention, and the National Institutes of Health. In addition to DHHS, other Federal clients include the Department of Housing and Urban Development, and the Department of Labor. Medicaid, Home and Community Based Waiver Evaluations and managed care work has occurred in Maryland, Virginia, Minnesota, Illinois, Delaware, Rhode Island, Oklahoma, Texas, Louisiana, Washington D.C. and Pennsylvania. State clients for systems of care evaluation work include: Minnesota, Colorado, Florida, Michigan, Minnesota, New York, Nebraska, Oregon, Texas, and Washington.
